The SAHC2023 conference will be held at the Disaster Prevention Research Institute (DPRI), Kyoto University. DPRI is located in Uji, another historic city in Kyoto. A 10-minute train from the city centre of Kyoto takes you to Uji. Kyoto University is a world-leading university and is ready to welcome participants from all over world.

As you notice, you have a plenty of rail transport options to get to DPRI. Yes, we have a lot of railway companies!! In our personal opinion, Japan railways (aka JR) is an reasonable choice. but of course, it also depends on where you stay during the conference.
Once you reach JR OBAKU station. It just takes a 5-minute walk to DPRI as shown below.
